Arkansas To Change Constitution To Allow Insane People To Vote

The other day I was looking in a local Arkansas Paper and came across a rather interesting amendment being proposed... along with some politically-correct term limits, the amendment also explicitly gives "idiots" and "insane persons" the right to vote, which apparently was not previously available. I didn't know idiots had their own lobbying group... oh, wait...


Proposed Constitutional Amendment No. 1

NOTICE TO THE PUBLIC
Pursuant to Article 19, Section 22, of the Arkansas Constitution, the 86th General Assembly refers the following constitutional amendment to a vote of the people on November 4, 2008. Each elector upon voting his/her ballot shall vote for or against this amendment.

Stricken language would be deleted from the present Constitution. Underlined language would be added to the present Constitution.

AN AMENDMENT CONCERNING VOTING, QUALIFICATIONS OF VOTERS AND ELECTION OFFICERS, AND THE TIME OF HOLDING GENERAL ELECTIONS.

“AMENDING VARIOUS PROVISIONS OF THE ARKANSAS CONSTITUTION CONCERNING VOTING AND ELECTIONS; PROVIDING THAT ALL PERSONS MAY VOTE WHO ARE CITIZENS OF THE UNITED STATES, RESIDENTS OF THE STATE OF ARKANSAS, AT LEASE EIGHTEEN (18) YEARS OF AGE, AND LAWFULLY REGISTERED TO VOTE; TO REPEAL THE REQUIREMENT THAT THE RIGHT TO VOTE SHALL NOT BE MADE TO DEPEND ON ANY PREVIOUS REGISTRATION OF AN ELECTOR’S NAME; REPEALING ARTICLE 3, SECTION 5 OF THE ARKANSAS CONSTITUTIONAL PROVIDING THAT NO IDIOT OR INSANE PERSON SHALL BE ENTITLED TO THE PRIVILEGES OF AN ELECTOR; AND PERMITTING THE GENERAL ASSEMBLY TO ESTABLISH THE DATE AND TIME OF ELECTIONS AND
THE QUALIFICATIONS OF ELECTION OFFICERS.”

It doesn't bother me that Arkansas is formally allowing idiots to vote.

Idiots vote all over the country. They are called Republicans.

This is my home State, I guess when the whole State two years ago voted almost Dem. across the board the Rep. thought they might need a little help to get back in office. Glad to see the idiot's that I have to deal with every day will assume their place in the list of those whose constitutional rights are being secured.

Thank you new2chat!!Does anyone even know what the meaning of an idiot or insane person was when this was written?It could mean anyone who didn't go to college. Oh well, looks like some people will not be able to vote next time.

Maeve on Daily Writing Tips ran into this proposed amendment. She looked up the term for her post, "Idiots, Imbeciles, and Morons" (http://www.dailywritingtips.com/idiots-imbeciles-and-morons/). At one time - no longer - idiot, imbecile, and moron were technical terms describing degree of retardation.

As people with this degree of limitation would be held 'incompetent' to stand trial or testify in a court of law, I guess I wonder why Arkansas would try to change their constitution.
